Sealed bids for the project entitled Transfer Station Improvements must be received by Watauga County until 2:30 P.M., local prevailing time, on March 24, 2021 at the Watauga County Sanitation Office Conference Room located at 336 Landfill Road, Boone, NC 28607. At said place and time, all Bids that have been duly received, will be publicly opened and read aloud. Bids received after this time will be rejected.
A pre-bid meeting will not be held.
The project generally consists of excavation, hauling, and stockpiling soil material, riprap, CABC stone base, asphalt paving, seeding, erosion control, guardrail, fencing, and construction of a soil nail retaining wall.

The successful bidder must be required to furnish a Performance Bond and Labor and Materials Payment Bond, each in an amount equal to 100% of the contract sum, pursuant to North Carolina General Statutes Section 143-129 and Article 3 of Chapter 44A. The Performance Bond must be in full force and effect for one (1) year after the date of final acceptance of the project by the Owner.
Each bid must be accompanied with a cash deposit or certified check drawn on a bank or trust company insured by the FDIC or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents or a Surety Companys standard form and properly executed by a corporate surety licensed under the laws of North Carolina to execute such bonds. The amount of the bid bond must be equal to five (5) percent of the total of the bid. The bid deposit will be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract.
Questions regarding the intent or Scope of Work must be delivered in writing to Scott Burwell via email (email@example.com). To be given consideration, questions must be received at least eight (8) days prior to the date fixed for the opening of bids. Responses will be issued via addendum through the Quest CDN site for use by prospective bidders.
The Owner reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and time.
Bidders must comply with the President's Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours Standard Act, and 40 CFR 33.1016, and 40 CFR 60-4.
Bidders must comply with the requirements of the State of North Carolina and be appropriately licensed as a Contractor as provided in General Statutes Chapter 87. Any bid submitted without the completed required forms will be rejected.
