Sept. 27


An order for arrest was issued for William Joseph Carter, 56, of 3412 Hardin Road, Boone, for failure to appear on a charge of public health violation. A secured $2,000 bond was set.

Timothy Scott Hardin, 32, of 105 Scottish Inn, Boone, pleaded guilty to assaulting a handicapped person, communicating threats, trespassing and assault. Sentencing included 135 days in jail with 51 days active, 48 months supervised probation. He was assessed a $500 fine and court costs, and ordered to obtain substance abuse and anger management assessments

An order for arrest was issued for Thomas Robert Jones Jr., 29, of 275 Adams Apple Drive, Banner Elk, for failure to appear on charges of possession of marijuana up to one half ounce, possession of drug paraphernalia, driving while impaired and exceeding safe speed. A $1,000 cash bond was set.

Charges of second degree trespassing and misdemeanor stalking against Paul J. Mincey, 42, of 201 Chinquipin Ridge, Banner Elk, were determined to be frivolous and malicious.

An order for arrest was issued for William Leroy Mingo, 48, of 1173 Highland Hall Road, Boone, for failure to appear on charges of assault on a female and communicating threats.


Colby Ryan Moore, 24, of 240 Morgan Smith Road, Boone, pleaded guilty to charges of a passenger failing to give information or aid, and possession of drug paraphernalia. Moore was sentenced to 45 days in jail, suspended, one year unsupervised probation, and assessed a $150 fine and court costs.


An order for arrest was issued for Milas Monroe Shepherd, 18, of 5809 Lancelot Drive, Charlotte, for failure to appear on charges of possession of marijuana up to one half ounce.

An order for arrest was issued for John David Smith, 45, of 4501 Old Course Road, Charlotte, for failure to appear on a charge of assault on a female. A $5,000 secured bond was set.

An order for arrest was issued for Kenneth Wayne Brown, 38, of 296 Roark Ridge Road, Deep Gap, for failure to appear on charges of possession of marijuana more than one half ounce, up to one and one half ounces, and possession of drug paraphernalia.


An order for arrest was issued for Robert Justin Crissman, 24, of 348 South Carolina Ave., Boonville, for failure to appear on a charge of obtaining property by false pretense. A $6,000 secured bond was set.


An order for arrest was issued for Andrew Joshua Israel, 21, of 289 Ambling Way Apt. 1116, Boone, for failure to appear on charges of reckless driving to endanger and driving left of center.

An order for arrest was issued for James Ople Meadows, 49, of 1269 Oliver Hill Road, Banner Elk, for failure to appear on a charge of possessing an alcoholic beverage in a restricted area without a permit. A $1,000 secured bond was set.

An order for arrest was issued for Janet Marie Presnell, 43, of 371 Joe Wallace Road, Trade, Tenn., for failure to appear on a charge of possession of marijuana, greater than one half ounce, but less than one and one half ounces.

An order for arrest was issued for Carol Barnes Brown, 35, of 260 Longvue Drive, Blowing Rock, for failure to appear on charges of operating a vehicle without insurance and driving while license revoked. A secured $1,500 bond was set.

Oct. 2
A charge of simple assault against Todd Michael Barham. 17, of 226 Henson Hollar Road, Vilas, was dismissed due to successful mediation.

An order for arrest was issued for Benjamin Black, 46, of 7886 Blue Spruce Lane, Newland, for failure to appear on a charge of obtaining property by false pretense. A $4,000 secured bond was set.

Darrell Gregory Draughn, 21, of 727 Teaberry Road, Warrenville, pleaded guilty to misdemeanor larceny. A prayer for judgment continued was granted. Draughn was assessed $195 in court appointed attorney fees, court costs and a $50 administrative fee.


An order for arrest was issued for Heidi Lee Hayes, 38, of 302 W. King St., Boone, for failure to appear on two worthless check charges. A $400 secured bond was set.

An order for arrest was issued for Donald Leon Kanupp Jr., 20, of 189 Summit Woods Drive Apt. D2, Blowing Rock, for failure to appear on charges of breaking and entering of a motor vehicle, misdemeanor larceny, and injury to personal property. A $5,000 secured bond was set.


A charge of assault on a female against Joshua Dean Lipford, 20, of 188 June Apple Lane, Trade, Tenn., was dismissed.

Joshua David Lovette, 26, of 103 Buck Court, Boone, was found guilty of breaking and entering. He was sentenced to 45 days in jail, suspended, 12 months supervised probation, and assessed $292.50 in court appointed attorney fees and $511.91 in restitution.

A charge of second degree trespassing against Sarah Manning, no age listed, of 277 Four Diamond Drive, Seven Devils, was found to be frivolous and malicious. The witness was ordered to pay the court costs.

A charge of assault on a female against Donald Lee McCormick, 48, of 789 Kirby Branch Road, Zionville, was dismissed.

An order for arrest was issued for Candace Ann Pullin, 31, of 137 Dovick Drive, Banner Elk, for failure to appear on charges of simple assault. A $500 secured bond was set.

Lee Stewart, 20, of 5219 Blowing Rock Road, Boone, was found not guilty on a charge of assault inflicting serious injury.
