Head-to-head runoff:

Phillips, Mason are in; Spann leaves; election pits Aycock against Wilcox
Boone Town Election, Round 2 began Tuesday after an official canvass led to a run-off declaration. The canvass featured a formal complaint about an elections official, an allegation of possible voter fraud, a shift in the final vote tallies and order of candidates’ finish and the possibility of a hand-eye count–but still left a few questions unresolved about the final make-up of the Boone Town Council. It will take a Nov. 6 runoff between Liz Aycock and Dempsey Wilcox to settle the election.

Dry days ignite state burn ban
The statewide burning ban is back in effect due to continued dry conditions and water shortages. The N.C. Division of Forest Resources announced the ban at 1 p.m. Monday. The statewide ban prohibits all open burning and cancels all burning permits. The ban on open burning will be in effect until further notice. Read more.

Jail library keeps growing
The library of the Watauga County jail has experienced exponential growth over the last two months. Extra space has been designated to the literacy cause of Mary Belanger and Sue Shoemake thanks to community and intrastate support. Read more.

Boone Police reports
Oct. 10 —Communication of threats was reported at 8:14 a.m. at a grocery store on U.S. 421.

News update: Nov. 6 runoff to settle town of Boone election
The election’s far from over. Tuesday’s canvass for the Boone town elections featured a formal complaint about an elections official, an allegation of possible voter fraud, a shift in the final vote tallies and order of candidates’ finish and the possibility of a hand-eye count–but still resolved few questions about the final make-up of the Boone Town Council. ASU student missing after seven months
It has been seven months since Appalachian State University student Virginia Lynne Wood, 19, was reported missing. She was reported missing to the Beaufort County Sheriff’s Office in March by her mother. Read more.

App State releases annual crime report
The annual crime and security report has been released for Appalachian State University. Increases appeared in several categories, although the number of forcible sex offenses decreased by more than half. In 2006, seven forcible sex offenses were reported to the ASU police department. There were two reports of this nature in 2007. Read more.

County dials up CodeRED
Watauga County has contracted with a Florida company for a new high-speed telephone emergency notification service. The system, CodeRED, allows county officials to deliver a pre-recorded message to residents of a target area. Read more.

State laws seem to stem meth but frustrate some consumers
With the cold season approaching, many consumers are frustrated by the removal of many over-the-counter medications from the shelves. Cough and cold remedies containing pseudoephedrine (PSE), ephedrine (EPH), or dextromethorphan (DMX) are restricted by either federal law or by voluntary pharmacy policy. Read more.

Canvass will direct runoff
Tuesday’s election canvass will help decide which Boone Town Council candidates might be eligible to call for a runoff. Because of the closeness of last week’s election, as many as five candidates may be vying for the three open seats. Read more.

Mountains-to-Sea: Local trail section helps blaze statewide connection
The Mountains-to-Sea Trail inched forward Saturday as another local stretch was dedicated Saturday. A 15-mile section of the 1,000-mile trail was designated along the Blue Ridge Parkway in Ashe and Alleghany counties. Read more.

Watauga sheriff’s reports:
Sept. 24 —Harassing phone calls were reported by a resident of Charlie Thompson Road, Vilas. The victim reported the calls were a result of a land dispute. Read more.

Boone Police reports:
Oct. 5 — Arrests: Barry Nicodemus, 38, of 2001 Maple Ave., Altoona, Pa., was arrested at 9:01 a.m. on a charge of trespassing. Read more.

Flu vaccine should be available in abundant supplies
Along with the autumn leaves, local healthcare providers hope cases of influenza will also be falling. Health officials are already receiving their supplies of flu vaccine and the Watauga County Health Department has scheduled two clinics this month. While supplies were a little uncertain a few years ago, the department’s nursing supervisor Debbie Garrett said it looks like there will be plenty of vaccines to go around. Read more.

Child health care report released
A report produced by a statewide organization delivered a mixed diagnosis today, pointing out advances in some measures of health but showing continued concern about the number of children who are uninsured and living in poverty. Read more.

Johnson County escapee may have fled to Watauga
Authorities in Johnson County, Tenn., and Watauga County continue to search for Robert Deluca. Deluca, 48, escaped from Johnson County Jail at 3 p.m. Saturday. According to a spokesman at the facility, Deluca climbed over the fence. Read more.

Southern States offers help to drought-stricken local farmers
Farmers who are overcoming problems from the extended drought may be eligible for help through a local agricultural cooperative. Read more.
